Heat oven to 350 degrees.
Mix prepared cake with water, 6 tbsp. rum, oil, eggs and 1 tsp. nutmeg in a blender for 2 min. Pour into a greased 13x9 in. pan. BAKE 30 min. or until toothpick inserted in center comes out clean. Let cool 10 min.
Pierce cake with fork in large intervals of 1/2 inch
Blend milks well with sour cream, 2 tbsp. remaining rum and remaining teaspoon nutmeg. Pour over cake; Let stand until milk mixture is absorbed, returning to pierce the cake if necessary. Refrigerate 1 hour. Top with COOL WHIP.
